You have not built the Dock or Airship yet
Current-release guides agree that Copper is part of the first off-island travel loop, so this is the first thing to check.
You found the island but are not mining the ground vein
The practical route is not just grabbing a few visible pieces. Both current-release guides describe a more substantial Copper source in the ground that you should mine with your Pickaxe.
You have the ore but not the Furnace
Copper Ore is only part of the progression chain. You also need a Furnace to process it into usable Copper.
